You could keep the existing header and just have

if (page = forum)
{
  $footer = "blaa";
}

But it must match and finish off the html structure of the header in that theme, so all open <tr> and <td> in the header must have an equal </tr> and </td> in the footer to complete.
My example was pure and simple just to demonstrate the basics.  To just have the footer would need to be theme specific.
